通过对陕北地区淤地坝建设的淤地过程耗水量、蒸发损失量、死库容拦水量等耗水因素计算分析,得出陕北地区淤地坝建设将耗用黄河水资源最大不超过10亿m3,继而通过比例分析认定该水量仅占项目区水资源总量78.37亿m3的12.8%,黄河河川径流量的2%,对黄河水资源的影响甚微,同时通过耗水分系认为但耗用的这部分水资源,将对促进陕北地区农业增产、农民增收和农村经济发展以及巩固退耕还林成果,改善生态环境产生不可估量的作用,更为重要的是该区淤地坝的建成和运行将大大减少该区的入黄

Some factors of water consumption on the proceeding of sediment-storage dam construction, such as water consumption in silt proceeding, water consumption of evaporation and dead storage of the sediment-storage dam, were studied. The main result showed that the consumption of water resource of the Yellow River, which needed in the proceeding of sediment-storage dam construction won’t exceed 109m3. That is 12.8% of the total water resource of North Shannxi and 2% of runoff of the Yellow River. Further study showed that:this partition of water can boost the yield of crop, increase the income of farmer and consolidate the effects of crop withdrawing of North Shannxi. Above all, the construction and fulfillment of the sediment-storage dam will block sediments to the Yellow River enormously, that will cut down the amount of water, which used to transport the sediments of lower reaches of the river. So it can resolve the problem of the water resource shortage of the Yellow River by another aspect.
