- 研究水资源管理模式对实现水资源可持续利用具有重要意义，人类在开发利用水资源的过程中，经过了供给管理与需求管理、资源化管理与资产化管理、分散管理与集中管理、集成化管理等几个不同的管理模式。在分析比较这些管理模式的产生背景、主要内容和优缺点的基础上，认为水资源管理模式的形成和发展缘自于人类对水资源管理的实践，即如何提高水资源的利用效率和配置效率，水资源管理模式的变迁是一个随经济发展变化的演进过程。
- Abstract:
- It is very important to study water resources management approaches because of its impacts on sustainable water use.In course of exploiting and utilizing water resources, different management approaches, including supply management and demand management, resource management and asset management, dispersive management and concentrative management, and the updated integrated water management were developed successively.The backgrounds, contents, advantages and disadvantages of these models were analyzed and compared and, on the basis of this, the evolution of water resources management approaches was concluded.The results showed that water resources management roots in human practices and depends on how to improve the efficiency of water utilization and allocation.In other words, the change of water resources management approaches is an evolutive process with economic development.
