- 在分析我国节水农业发展现状的基础上，提出了制约我国农业高效用水发展的4个主导因素，节水虽得到高度重视，但行业之间协调不力，缺乏整体思路；节水虽有一定科学积累，但未形成整体优势，甚至有些方面科研滞后于生产，亟待提升；管理水平落后，缺乏用水标准；政策法规不健全，投资体系不完善，节水实施不力。最后，对如何实现农业高效用水提出了若干对策与建议。
- Abstract:
- On the basis of analyzing development situation of saving water agriculture in China, the four dominant factors of restricting development in agriculture efficient water use are put forward.The first, there is a lack of harmony and idea of integrity among businesses though saving water has been given high emphasis on. The second, although a certain scientific accumulation in saving water had been obtained, it didn’t come into being predominance integrally, even in some aspects scientific researches are lagged behind production, which need agreat improvement. The third, there is a lagin management level, and the lack of standard of water use. The fourth, unsound policy and law, imperfect investment system, and invalid saving water measurement. Finally, the author also brings forward countermeasures and advices on how to realize agriculture efficient water use.
