- By making an overall summary of ecological environment construction of soil and water conservation, it is presented that its ecological environment construction should meet the needs of local economic and culture and other professional construction when harnessing soil and water loss. Three pieces of principles should be abided by which is harnessing and protecting "increasing income, increasing efficiency and environment awareness and saving resources." The author puts emphasis on the opinions that continuously strengthen leadership and enforce publicity and increase input and enforce the law dynamics in order to pledge ecological environment construction of soil and water conservation to develop successfully.
